Defense Support to Civil Authorities Cell Operations Manager

This position requires an active Secret clearance.

The contractor shall be primary responsibility to direct, manage, and maintain the daily operations of the DSCA cell.

Compensation & Benefits:

Estimated Starting Salary Range for Defense Support to Civil Authorities Cell Operations Manager: Pay commensurate with experience.

Defense Support to Civil Authorities Cell Operations Manager Responsibilities Include:

  • Develop policy, procedures, and conduct operational analysis of data processing equipment to ensure readiness. Provide 24/7 emergency response to DSCA cell for activation and alert notifications.
  • Conduct DSCA Cell training and maintains a cadre of trained EPLOs to support real-world and exercise events.
  • Coordinate with Tyndall and CONR-1 AF (AFNORTH/AFSPACE) staff for DSCA cell maintenance and information technology requirements required to execute the DSCA mission.
  • Publish alert and notification rosters and activate NSEP recalls in support of disaster and exercise scenarios.
  • Publish operational documents and NSEP staff contact list to the CONR-1 AF (AFNORTH/AFSPACE) portal.
  • Monitor the NSEP web-based tools for content accuracy, update data, provide mission information, and coordinate procedures to improve mission reporting.
  • Review and comment on DoD and service regulations, instructions, plans, and procedures. Compile and resolve comments from the NSEP staff for review by the NSEP Director.
  • Perform C2 activities, per direction of the DSCA Cell Chief (Director, Deputy AD or T- 5 RD) of the CONR-1 AF (AFNORTH/AFSPACE) AT cell.
  • Handle process, draft, edit, and review law enforcement sensitive materials.
  • Produce summary reporting slide data for DSCA operations.
  • Serve as an information and DSCA fusion center for NSEP, 1 AF (AFNORTH/AFSPACE), and PACAF.
  • Be responsible for directing, managing, and maintaining the daily operations of the DSCA cell.
  • Monitor all applicable portal and websites as identified within the DSCA Cell SOP, tracks Mission Assignments (MAs), Requests for Assistance (RFAs), Fragmentary Orders, Execute Orders, Capability Requirements/Activation Messages, Requests for Information (RFIs) etc., and coordinates/disseminates information.
  • Maintain NSEP's Common Operating Picture for real-world DSCA events and exercises in each DSCA GCC's AOR through the use of JADC2.
  • Coordinate, monitor, and report on AF DSCA response operations to 1 AF (AFNORTH/AFSPACE), PACAF, AF Operations Group (AFOG), AFWATCH, and HAF/A3O.
  • Provide support for accessing and utilizing key DSCA systems identified within DSCA Cell SOP. This includes both NIPR and SIPR systems. Develop policy,
  • procedures, and conduct operational analysis of data processing equipment to ensure readiness. Provide 24/7 emergency response to DSCA cell for activation and alert notifications.
  • Maintain the appropriate secure facility training, documents, and access list. Provide quarterly DSCA cell and information technology training to current staff and new EPLOs.
  • Coordinate with Tyndall and CONR-1 AF (AFNORTH/AFSPACE) staff for DSCA cell maintenance and information technology requirements required to execute the DSCA mission.
  • Publish alert and notification rosters and activate NSEP recalls in support of disaster and exercise scenarios.
  • Publish operational documents and NSEP staff contact list to the CONR-1 AF (AFNORTH/AFSPACE) portal.
  • Assist the information technology staff with issuing, maintaining, and tracking 120 laptop computers, mobile phones and broadband wireless cards issued to staff and EPLOs.
  • Monitor the NSEP web-based tools for content accuracy, update
  • data, provide mission information, and coordinate procedures to improve mission reporting.
  • Review and comment on DoD and service regulations, instructions, plans, and procedures. Compile and resolve comments from the NSEP staff for review by the NSEP Director.
  • Perform C2 activities, per direction of the DSCA Cell Chief (Director, Deputy AD or T- 5 RD) of the CONR-1 AF (AFNORTH/AFSPACE) AT cell.
  • Coordinate with internal and external SMEs regarding incidents and activities that affect USAF assets within the USNORTHCOM AOR. Within the DOMOPS activity, coordinate, implement, and execute processes associated with the commander's critical information requirements, including drafting executive summaries, building, and presenting briefings, and initiating CONR-1 AF (AFNORTH/AFSPACE) Commander directives.
  • Monitor all information systems and activities available to the DOMOPS desk to include web sites, instant messaging/chat, communications systems, resources, and equipment statuses. Compile, coordinate, and forward information summaries to CONR-1 AF (AFNORTH/AFSPACE) leadership.
  • Handle process, draft, edit, and review law enforcement sensitive materials.
  • Produce summary reporting slide data for SAR operations.
  • Performs other job-related duties as assigned.

Defense Support to Civil Authorities Cell Operations Manager Experience, Education, Skills, Abilities requested:

  • This position requires 8 years of experience within the Command and Control and/or Emergency Management career fields to meet this requirement.
  • Extensive experience in coordinating and managing defense support to civil authorities, involving collaboration with civilian agencies during emergencies or crisis situations.
  • Previous experience in overseeing and managing the day-to-day operations of a Defense Support to Civil Authorities (DSCA) cell, ensuring effective execution of mission objectives.
  • Strong leadership skills to guide and coordinate military personnel and collaborate with civilian authorities during complex operations.
  • Proficiency in strategic planning, including the development of DSCA plans, coordination of resources, and implementation of mission objectives.
  • Expertise in emergency response and crisis management, with the ability to make critical decisions under pressure and lead teams during high-stakes situations.
  • Effective collaboration skills to work with diverse agencies, including civilian authorities, to ensure a unified and coordinated response to civil emergencies.
  • Excellent communication skills to convey mission objectives, provide updates, and maintain clear lines of communication between military and civilian entities.
  • Capacity to adapt to rapidly changing situations, adjust operational plans as needed, and make informed decisions in dynamic environments.
  • Knowledge of logistics principles to coordinate the movement of personnel, equipment, and resources during defense support operations.
